Tess Colby joined Pierce County’s Human Services Department in February, 2013, where she is the Manager of the Community Services Programs. She oversees the allocation of federal and local community development and affordable housing funds, along with the implementation of the County’s plan to end homelessness, including the deployment of over $11 million in local, state and federal resources. A key focus of her work is redesigning the delivery of homeless services in Pierce County, from a group of disconnected programs to a system of coordinated data-driven interventions. Her prior experience includes financing and development of affordable housing, land use planning, and impact performance assessment.
