Katharine Gale is an independent consultant from the San Francisco Bay Area with more than 25 years’ experience in the fields of homelessness, special needs housing, and community development. She provides technical assistance and training nationally on performance measurement, coordinated entry, diversion, rapid re-housing, and related topics. In addition to her own consulting practice, Ms. Gale serves as Principal Associate of Focus Strategies. With Focus she has conducted program and system evaluations, developed community-wide plans for reducing homelessness, and assisted in the creation and implementation of performance measures and system standards. During 2013, Ms. Gale served as a Policy Director for the U.S. Interagency Council on Homelessness. Prior to consulting, Ms. Gale worked for the Alameda County Housing and Community Development Department overseeing Federal and State housing and homeless programs.
